Dr. Jeremy Tucker, President of the Missouri Association of School Administrators (MASA), announced today that Dr. Mark Penny has been selected as the next Executive Director of MASA.
Dr. Penny, a respected and recognized leader, will succeed Dr. Doug Hayter, who is retiring after leading the organization since 2017. Dr. Penny will assume his new role on July 1, 2025, following a transition period.
President Tucker’s Endorsement
President Tucker expressed strong support for Dr. Penny, stating, “Dr. Penny is a recognized and respected leader. He possesses the vision, the integrity, and the collaborative skills necessary to build capacity in others and move MASA forward as we look to the future.”
This endorsement highlights Dr. Penny’s ability to lead and collaborate effectively with MASA’s members and partners.
Responsibilities and Goals as Executive Director
As Executive Director, Dr. Penny will oversee an association of more than 900 school superintendents and central office administrators.
His primary responsibilities will include implementing MASA’s long-term strategic plan, maintaining a strong membership and financial stability, providing leadership development opportunities, and forging partnerships to advance public education in Missouri.
Dr. Penny expressed enthusiasm about his new role, saying, “I am honored to have the opportunity to serve as the Executive Director of MASA.
I look forward to working with our members and partners to continue advancing the quality of education in Missouri’s public schools. Together, we can build on our successes and address the challenges facing our schools.”
The Selection Process
President Tucker acknowledged the thorough and careful process that led to Dr. Penny’s appointment. “We are grateful to the MASA Executive Committee for their time and dedication in selecting MASA’s next leader.
The association was fortunate to have a pool of strong candidates apply for the position,” Tucker stated. The committee’s identification of critical attributes, in collaboration with the staff and Regional Presidents, played a crucial role in guiding the selection process.
Dr. Penny’s Background and Experience
Dr. Penny has an extensive background in educational leadership, having served as the Superintendent of Schools in the Lincoln County R-III (Troy) School District from 2011 to 2024.
Prior to that, he served as the Superintendent of Schools for the Moberly School District (2008-2011) and as the Assistant Superintendent in Moberly (2004-2008). Dr. Penny also held the position of Moberly High School Principal from 1999 to 2004.
With a Doctorate in Education, a Specialist’s Degree, and a Master’s Degree from William Woods University, Dr. Penny brings a wealth of experience and knowledge to his new role. He completed his undergraduate studies at Arkansas State University.
MASA Leadership and Community Service
Dr. Penny is a Past President of MASA and has been an active participant in various education-related initiatives. He has served as the Chair of the Governing Board for the University of Missouri Partnership for Education Renewal and has been a MASA Coach and Mentor for numerous Missouri Superintendents.
Dr. Penny was also a member of the Missouri Education Commissioner’s Advisory Council and was a MASA Pearce Award Nominee in 2017.
Beyond his educational leadership, Dr. Penny has contributed to the community as the Chairman of the Mercy Lincoln County Hospital Board and is currently a member of the Community Opportunities Board of Directors.
His contributions were recognized in 2023 when he was named the Troy Area Chamber of Commerce Man of the Year and received the Friend of MO-CASE Award.
Personal Life
Dr. Penny and his wife, Cassandra, reside in Troy, Missouri. They have three children: Lizzy (28), Grant (24), and Sydney (19).
Lizzy attends the Community Opportunities Day Program, Grant is a 2024 graduate of Lindenwood University and a Special Education Paraprofessional at Lincoln County R-III, and Sydney is a freshman at Lindenwood University, majoring in Elementary Education.
